20 Years of Command Experience Some very glaring and important differences between the Candidates for Sheriff are years of command experience. Sheriff Fehr is the only candidate who has commanded a staff with more then 25 employees with three separate branches and budgets, that include Sheriff's Office, Jail and Communications. There are a total of 28 full-time employees and additional part-time staff to operate these 3 branches. Sheriff Fehr has worked his way through the different levels of Law Enforcement, 3 years City Patrol--- 6 years Deputy Sheriff--then Sheriff. Sheriff Fehr HAS NEVER BEEN ASKED TO RESIGN OR LEAVE PAST EMPLOYMENT OF ANY KIND, everytime he left employment from each of his past Law Enforcement positions it was in GOOD STANDING. ------------------------------------------------------- In January 2007, my office discovered it was short funds from the seized money in evidence. As soon as I realized that money was missing, I contacted the Boone County Attorney and the Division of Criminal Investigation. I ordered everyone who had contact with the money or the room the money was stored, to cooperate with the D.C.I. agents, including myself. The D.C.I. sent agents to the Sheriff's Office immediately and began an investigation. After several months of interviewing personnel and taking polygraph examinations, the D.C.I. contacted me and informed me that their end of the investigation was completed. This was around February of 2008. They told me that a report would be completed, and that the report would indicate that they had developed a suspect and the total amount of money missing from evidence was $4,520. The reports now will be handed over to the Attorney General's Office for further review. As soon as this investigation was reported, new stringent guidelines were put into place immediately, to prevent this from happening again. The money collected from search warrants will now be handled by only two persons. Once inventoried, the money will be placed in the evidence room which has 2 locked doors and once inside it will be placed in a locked safe. The money is then inventoried once a month to ensure an accurate count. Sergeant of Detectives Kenneth Kendall and me will be the only two people who will have access beyond the second locked door and safe. I would like to stress that as a 29 year veteran of law enforcement, this is the first time I have ever had such an incident take place. At first, I was in disbelief, but then became angry to think that someone in a position of trust could even think of taking anything that did not belong to them. After being informed of the results, my anger became that of disappointment. The suspect the D.C.I. identified, is no longer an employee for the Sheriff's Office. When the Attorney General has completed their review, they will decide the fate of the suspect, if they have enough evidence to file charges.
